T Chanu enters women’s boxing final

ITANAGAR, Feb 12: Arunachalee pugilist Tonibala Chanu entered the women boxing finals by defeating Krishna Thapa of Uttarakhand by 10 points today at the TSGA indoor stadium, Thripaya, Thrisur Kerala.

In the intensely fought Bout no. 44, after the fourth round Tonibala scored 24 points while her rival Thapa scored 14 points. With this win, Chanu has ensured at least a Silver Medal. She will play the final match tomorrow against Sonia of Haryana who defeated Alphonsa of Kerala. The final bout will be telecast live from TSGA Indoor Stadium, Thripaya, Thrisur District of Kerala on DD NATIONAL/SPORTS.

Meanwhile, in another bout in the Under 68-75 Kg weight, pugilist Ibomcha Devi representing Arunachal Pradesh lost to E.Memthoi Devi of Manipur by 3 points. The Manipuri Boxer scored 30 points while Ibomcha scored 27 points to bag the Bronze medal.

With this, the total number of medals tally of Arunachal Pradesh is 4.

 

New APSCW body formed

NAHARLAGUN, Feb 12: The Government of Arunachal Pradesh has constituted the fourth body of the Arunachal Pradesh State Commission for Women (APSCW) with Mitali Tingkhatra as its Chairperson. Arrangements complete for Liromoba bypoll

Itanagar, Feb 12: An estimated 11,640 voters, including 6020 women, will decide the fate of five candidates for the by-election to Liromoba Assembly constituency which is going to polls on Friday, the 13.

All arrangements have been completed in 54 polling booths in the constituency for holding a free and fair election, Deputy Chief Electoral Officer D J Bhattacharjee said.

The district administration has made elaborate security arrangements to conduct smooth polling.

Polling officials along with EVMs and other election materials have already reached their respective polling stations, Bhattacharjee said.

Counting of votes would be held on February 16 next.

The by-election was necessitated following the death of former Chief Minister Jarbom Gamlin on November 30 last year.

Bai Gadi from BJP, Nyamar Karbak from Congress, while Lijum Ronya, Raksap Yomcha and Jhony Tali are contesting in the election as independent candidates.   PTI

 

J N College NSS unit conducts annual special camping prog

ITANAGAR, Feb 12: The NSS unit of J N College, Pasighat successfully conducted its annual special camping programme 2014-15 with the motto "Not Me, but You" at Debing village under Ruksin circle, East Siang district on February 10 and 11.

Altogether 165 volunteers participated in the programme which was guided by Programme Officers, W G Gyana and T Payum.

During the camp, 100 metres traditional flood control dam in the right bank of Debing river was constructed by using rocks, bamboos and cane. The dam would protect the village from the fury of the river. It is said that the river water damages the houses, village school and the paddy fields during the monsoon season.  

The NSS volunteers and faculty members visited Debing Middle School and interacted with the students and the teaching staffs. The team discussed on motivational topics in class with the students. They also held an interaction session with the villagers in which education, poverty, health and hygiene, entrepreneurship, economy of the village and state were discussed.

Earlier, the Programme Officers briefed the volunteers and the villagers about the aims and objectives, functions and relevance of National Service Scheme (NSS).

The faculty members, namely, assistant professors T Mibang, Dr R Dupak, M Gao and Lab Asstt. A Pertin and Village Secretary, Anchal Samity Members, Gaon Bhuras and other village representatives took part in the programme.

A friendly volleyball match was also played between village youths and volunteers. Principal JNC, T Talom encouraged the voluntary service rendered by the unit.

 

ASSU makes various demands

ITANAGAR, Feb 12: In a memo to the ADC Sagalee on Feb 5, All Sagalee Students Union has requested to take action for early execution of the Hoj to Langdang stretch of Tran-Arunachal Highway, establishment of fire station at Sagalee and making functional the BSNL tower of Meb. The ASSU stated of resorting to bandh calls if the issues were not addressed within 15 days front the submission of the memorandum.    

Further stating that the Sushee Infra Ltd is illegally dumping and quarrying on the rivers of Sagalee area and making the water source dirty and unhygienic, the ASSU has called for taking action on it.  

 

Vocational training prog for adolescent girls

ITANAGAR, Feb 12: Around 32 adolescent girls participated in the "Vocational training' programme under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA) held in remote Sangdupota circle yesterday.

Earlier, the Child Development Project Officer Nelo Umbrey declared the 'Vocational training' of adolescent girls under Balijan ICDS Project open in presence of Nabam Tayo, Ex-GPM and trainer Tao Yaja.

Making of different types rope, handbags, floormats etc were taught to adolescent trainees. All staffs of Balijan ICDS project attended the function. Similar training programme for adolescent girls will be taken up in other Anganwadi Centres of the Balijan ICDS Project with the help of trainers.

 

Tadin Yemsing road connectivity can be a great lifeline:Taloh

AALO, Feb 12: The Tadin-Yemsing road connectivity can usher in a great lifeline for the people of Tadin, Kombo, Yemsing, Kebang to harness the natural potentials of the area and emerge as the shortest route to Assam, said Education Minister Tapang Taloh while attending the joint meeting of the villages at Aalo yesterday.

The Minister disclosed that many important meetings were conducted earlier also but no tangible solution could come up till date and matter need to be taken up jointly with a commitment now. The people on two sides should sign joint agreement on free access to road without claiming any compensation in the name of development as development only dawns in conducive atmosphere. He also assured to tie up with the Chief Minister to earmark fund to take up the survey works and place their demand at appropriate level through him.

Participating in the discussion, Aalo East MLA Jarkar Gamlin said that a comprehensive DPR based on proper survey and investigation is essential to press the govt. to start the road work. He assured to work hand in hand with the minister to materialize the pending issue and sought the cooperation of people on both sides of the districts.

Former Minister Doi Ado said that Tadin-Yemsing road had been an important trade route right from the British days and bounties of forest and natural products remain untapped in the area and vast unused land of Kombo Tadin will definitely benefited by this proposed road. The ZPM Aalo East Upper, Kirbom Ngomdir, AE PWD Er. Dugjum Lona, ASMs, HGBs representing Kombo-Tadin and Yemsing Kebang also stressed on area based needs of the people of two districts as land values of the vast stretches of land will come only after road connectivity.

A Joint Action Committee constituting members from Kombo-Tadin and Yemsing Kebang has been constituted under the Chairmanship of Doi Ado to mobilize the people to start the preliminary works. DIPRO

 

Intensive Training Programme

ITANAGAR, Feb 11: The Intensive Training Programme (ITP) for capacity building of frontline Govt. functionaries including PRI members, NGOs, SHGs, village elders and Youth was held yesterday at Community Hall, Kangku.

Nie Ngomle, Zilla Parishad Member, Kangku circle inaugurated the cluster basis ITP which was basically aimed at poverty reduction exercises. The training was sponsored by Department of Personal and Training, Govt. of India, New-Delhi in collaboration with Administrative Training Institute, (ATI) Naharlagun.

Speaking on the occasion the ZPM called upon the participants to take full advantage of the training programme by highlighting the various schemes and project of the state Govt.

Tanga Buchi, Anchal Samiti Chairperson, Kangku Block and T.Lodo Dy. Director (RTD.) cum SNO (ITP), ATI, Naharlagun highlighted the course content. They dwelt on length about sanitation and water supply in rural areas, development of rural education, rural health, rural livelihood and rural development. Tamar Baki, Master Trainer (MT) cum Dist. Training Coordinator, ITP, project gave a briefing about the major objective of the programme.

 

Army recruitment rally begins at Khonsa

ITANAGAR, Feb 12: The Army recruitment rally for whole of the Northeast began at Khonsa today which is being attended by thousands of youth from across the region.

The Army Recruitment Office, Jorhat and Brigadier IM Lamba, DDG, Recruiting, Shillong in collaboration with the 22 Punjab Army Unit based at Khonsa are conducting the army recruitment rally from February 12 to 22 at Khonsa.

Meanwhile, the district administration has made elaborate security arrangements to thwart any untoward incident during the recruitment rally. Tirap Deputy Commissioner Kamlesh Kumar Joshi has directed his officers to ensure that the recruitment rally was absolutely peaceful and asked them to extend their fullest cooperation to the recruitment authorities.

All the senior Army Officers from ARO, Jorhat, Shillong and Khonsa are overseeing the recruitment rally.

Students for early completion of Dibang bridge

ITANAGAR, Feb 12: The Dibang Adi Students Union (DASU) has written to Deputy Commissioner, Lower Dibang Valley drawing attention towards delay in completion of bridge over Dibang River. Union claimed that Dibang Bridge Project is a long felt dream of Dambuk people and since the start of the project, general public of Lower Dibang Valley has extended cooperation to this project which is supposed to be completed in the year 2015. However, the construction agency has delayed the project without any reason, the union alleged, while appealing the DC to pass necessary direction to the executing agency to complete project on time.

DASU also called for proper implementation of Corporate Social Responsibility by the construction agency. They claim that the company never provided assistance in education and health sector thereby violating CSR.

 

 

PRIs need to be empowered: Union Minister

YUPIA, Feb 12: Union Minister of State Panchayati Raj, Nihal Chand in his brief address to the panchayat members at Poma said that Panchayat is the grass root democratic institution and it needs to be empowered through effective devolution of power and functions He was on a visit to the Bamboo Processing Unit at Poma today.

Saying that the Gram Panchayat is the most important part of the Panchayati Raj System, the minister added that it will only progress if the grassroot level Gram Panchayats are strengthened and empowered. The Minister announced to provide Rs.15 Lakhs for construction of GPC building at Poma and computers sets to all Gram Panchayats through e-PRI project of the Government.

Meanwhile, Zilla Parishad Member, Gollo Takam apprised the minister about the problems and grievances faced by the Panchayat members and expressed hope that the visit would bring good results for the panchayats of Poma and Arunachal as a whole.

Govt. planning special policy to boost hydel generation: Goyal

Work on 2,000 MW Subansiri project to be revived

Mumbai, Feb 12: To boost hydel power generation and resume those small projects in the sector which have been delayed due to various reasons, the Union Power ministry is planning to design a special policy, which will also ensure that a new project is announced only after getting necessary approvals are in place.

"There are a number of small hydel projects which have been stuck due to various reasons, including regulatory approvals. Our intent is to get them started soon.

"Therefore, we are planning to formulate a special small hydel power policy to remove the hurdles in implementing such projects," Union Power Minister Piyush Goyal told a gathering at the Progressive Maharashtra Summit organised by industry body FICCI here today.

Calling for a radical change in the way large infra projects are announced, Goyal said it should be ensured that no projects are announced without the necessary approvals and land clearances, and the right of way are in place.

"We have to take a conscious decision before starting new projects. Announcements should be made only after the necessary approvals are in place," he said.

The Modi government has set an ambitious target for renewable energy over the next five years at 3,000 billion units from the present 53 billion. The overall target is to double generation to 2 trillion units.

The government is also working towards reviving large hydro projects including the 1,200-mw Teesta-III project in Sikkim, which is behind schedule by over two years, the 2,000-mw Subansiri project in Arunachal Pradesh, which when completed will be the largest hydel plant in the country, and the 400-mw Maheshwar being put up by S Kumar's group in MP.

"Huge investments have gone into these projects which have now been delayed due to regulatory approvals. The Teesta project is of national importance and we have to support it as much as possible. Investments made by investors, contractors and promoters are stuck. We are sure we will be able to come to a conclusion soon.

"Besides, we are also in talks with the MP and Andhra governments for the revival of the stuck hydel projects in their states," he said. .

Reiterating the government's commitment on increasing energy capacity and become a power surplus state in the next five years, Goyal said, "we are looking at nearly USD 250 billion investments into the sector in the next few years." He said there is also a need to rework on the tax regime and regulatory framework to ensure investments come into the country.

"There is no dearth of money (with international firms) but we don't have the capacity to absorb them. They are waiting to come to us. We expect nearly USD 250 billion investments in all forms of power generation as well as coal," he said.

To reduce cost of power generation, he said his ministry is in talks with other departments to explore whether plants could be set up at the pit-head where the coal blocks are located..

 

 

No separate toilets for girls in Arunachal

Shillong, Feb 12: According to an education report for the North East released by an NGO today, over 50 per cent schools in Manipur, Arunachal Pradesh and Meghalaya does not have a separate toilet for girls and does not have facilities for drinking water. Even when the provisions were available and unlocked but most of these are not usable, it said.

Assam and Meghalaya have the worst pupil-teacher-ratio among the eight north eastern states with Manipur, Nagaland and Sikkim topping the chart, the Annual Report of Education Report (Rural 2014) for North East India, done by PRATHAM.

Only about 34 per cent schools in Assam met the RTE criteria of having one teacher for 30 students while about 60 per cent schools in Meghalaya do so, the Annual Report of Education Report (Rural 2014) for North East India, done by PRATHAM, non-profit organisations in each of the states said.

ASER is the largest annual household survey of children in rural India that focuses on the status of schooling and basic learning.

Among the top performers are Manipur, Nagaland and Sikkim each state having over 90 per cent of their schools complying with the RTE norms, it said.

While over 80 per cent schools in Tripura fulfilled the guidelines, nearly70 per cent of schools in Arunachal Pradesh met the prescribed RTE pupil-teacher ratio. PTI

 

 

8 persons die in road accident

ITANAGAR, Feb 12: Eight persons died and three others were injured when the car they were travelling in fell into a deep gorge near Halaipani Bridge under Manchal circle in Anjaw District on February 10 last.

According to information received from Additional Deputy Commissioner, Hayuliang, the accident occurred when a Xylo car bearing registration No. AS01 AK 0014 was coming from Assam carrying labourers for the construction of ALG, Walong and fell into 100 metres deep gorge near Halaipani bridge at around 3.30 pm.

However, the driver miraculously escaped with minor injuries. The driver was allegedly under influence of alcohol which seemed to be the cause of accident.

The deceased were identified as Atul Das,(43), Bipat Bhowmik (28), Shivsharan Das(54),  Ranjit Das (40), Nagen Kheruvar (45), Karthik Das (30), Pankhaj Das (33) and Jangahadur Das (49). All the 11 labourers including injured were from Goalpara district and the driver was from Dibrugarh district, Assam.

A team of Govt officers led by ADC Hage Ruja along with Police and medical team rushed to the accident site soon after the receipt of information. Though the rescue operation was carried out with the help of Army personnel throughout the night, the bodies could be traced out next day. The personnel from RCC GREF based at Hayuliang also reached the spot and extended help.

After the inquest and post-mortem, the bodies were handed over to Deepak Das, Supervisor, Labour Management, NCC Ltd. Walong ALG, Anjaw district and the injured were referred to Assam Medical College, Dibrugarh for further treatment.

 

 

CM cautions against new structures for highway compensation claim

DAPORIJO, Feb 12: Chief Minister Nabam Tuki today called upon the people to allow the ambitious Trans Arunachal Highway (TAH) construction to carry on smoothly and cautioned not to put up new structures in the hope of claiming compensation from the authorities. He disclosed that satellite maps of the original/ old plan would be used to identify such mal-practices.

Chief Minister, who was on a whirlwind tour of Upper Subansiri district from Wednesday, was  addressing a mammoth gathering at Gepen today after the inauguration of the newly created Gepen circle and laying of foundation stone for infrastructural development of the administrative center.

"Trans Arunachal Highway will not only benefit the people by connectivity, but will bring about substantial economic activities in the area" CM emphatically said and enthused hope that the people would be partners to development. He assured to provide 2 Crores from SPA in next financial year for the office building and other required infrastructure for the circle.

Tuki also informed about the Chief Minister's Universal Health Insurance Scheme and explained about its advantages while advising all to register and reap its benefits.

Tuki further advised the locals to shift focus from traditional practice of shifting/ Jhum cultivation which has been a major concern for forest lost to agriculture and allied activities. He also encouraged alternate methods of livelihood and informed that the authorities were in the process of working out viable livelihood activities for the economic prosperity of the local people.

Meanwhile, CM Tuki also inaugurated the Siyum Steel Bridge under Siyum Circle and Keojaring steel bridge built by PWD earlier on Wednesday. While responding to a public memorandum submitted by the people of Nacho Sub-division at Byaching which included demand for a new district by the name Sinik comprising of Taksing, Lemiking, Nacho and Kodokha areas and establishment of a hospital in line of AIIMS besides a college or technical institute, Chief Minister assured to upgrade the existing infrastructure and services of the health centers in the area besides rationalizing and decentralizing posting of teachers and doctors for every school and health center.

Experts calls for Indo-Bhutanese collaboration for Black-necked Crane Conservation

ITANAGAR, Feb 12: Experts have called for collaboration between India and Bhutan for Black-necked Crane Conservation.

In order to discuss the current status and conservation measures related to the species, a two-day Indo-Bhutan workshop on Black-necked Crane was organized at Dirang in Arunachal Pradesh, jointly organized by WWF-India in collaboration with the Forest Department of Arunachal Pradesh. The workshop was attended by the Black-necked Crane experts from India and Bhutan and community conservationists from Zemithang and Sangti valleys of Arunachal Pradesh. During the workshop, the experts deliberated on a range of issues including current status of the species at all the key crane habitats in India and Bhutan.

The Black-necked Crane breeds in the high altitude wetlands of the Tibetan Plateau (China) Eastern Ladakh in J&K and Gurudongmar Lake in Sikkim (India). The species winters in lower altitudes in Tibetan Plateau, Yunan and Guizhou (China), Phobjika and Bumdeling (Bhutan) and Sangti, Zimithang valleys in Arunachal Pradesh (India). The species has strong cultural, spiritual and religious links to the local people in the region. The total global population of the species is estimated to be about 11,000 individuals and it is listed as a globally 'Vulnerable' species by IUCN.

The wetland habitats used by the Black-necked Crane are ecologically unique and extremely fragile, the conservation of which is essential, as these wetlands are also hydrologically very important. The close cultural and spiritual link of the local Buddhist communities with this crane species along its distribution range also lends this landscape a sacred fervour. A small proportion of the critically important sites have been designated under the Ramsar List of Internationally Important wetlands and East Asian - Australasian Flyway Site Network.

The workshop delegates also visited the Sangti Valley, a key habitat of Black-necked Crane in Arunachal Pradesh and interacted with the local community and school students. The workshop concluded with a range of recommendation and called for immediate conservation actions to protect the wintering habitat of Black-necked Crane in Sangti and Zemithang valleys of Arunachal Pradesh.  

During the workshop, presentations were made by the experts on the current status and conservation issues related to Black-necked Crane in Jammu & Kashmir, Arunachal Pradesh and Sikkim. The experts from Bhutan deliberated on a range of issues related to the conservation of the species in Bhutan.

Prof. S. A. Hussain, senior scientist from the Wildlife Institute of India made a presentation on the migration studies on this species in India. Dr. Sherub from the Forest Department of Government of Bhutan made a presentation on the migration studies on Black-necked Crane in Bhutan.

Kamal Medhi, Coordinator of the Western Arunachal Landscape made a presentation on the current status of Black-necked Crane in Arunachal Pradesh and informed the experts about WWF conservation actions on the species in Arunachal Pradesh.

Tshering Phuntsho from the Royal Society for the Protection of Nature (RSPN) in Bhutan stressed on the need to enhance the understanding on the impacts of anthropogenic pressures and climate change on Black-necked Crane habitats and populations in the Indo-Bhutan region.

Divisional Forest Officers from Shergaon and Bomdila forest division, local administration of West Kameng district also participated throughout the workshop.

The workshop was coordinated by Pankaj Chandan head of the Western Himalayan Landscape of WWF-India. He informed that this initiative is to protect and to promote the Black-necked Crane as a symbol of cultural identity of Himalayan mountain ecosystems. In the concluding session of the workshop delegates from Bhutan and India jointly agreed that the country specific conservation initiatives should be synergised so as to conserve black-necked crane habitat as a trans-boundary conservation initiative.

 

 

Forest dept conducts inquiry into elephant hunting cases

PASIGHAT, Feb 12: The Forest department of Pasighat is conducting a thorough inquiry into the reported wildlife hunting cases in East Siang district and it has managed to nab eight persons involved in wildlife crime so far.

The unabated hunting of wild elephant in the jungles of Mebo area, which has come as a shock to many is reported to be the reason behind the order of the inquiry. Unidentified poachers killed a couple of wild elephant near Siluk village under Mebo sub-division besides capturing an elephant calf, which they took away to Dambuk side in Lower Dibang Valley.

The forest officials subsequently picked up four persons from Siluk (East Siang) and Dambuk (Lower Dibang Valley) villages and booked them under Wildlife Protection (WLP) Acts. Later, they were handed over to police for further action. The accused, however, managed to get bail from judicial custody.

Later, the joint team of forest and police nabbed four others including two elephant trainers from Kerem area of Namsai district early this month. The investigating team also recovered two elephant calves from their possession. According to report, the four accused (arrested under WLP Act) have admitted their offence before the investigation officers.

 

 

From night watchman to a successful filmmaker

Itanagar, Feb 12:  Bored with his job as a night watchman, Tage Richo turned to filmmaking.

The 42-year-old Arunachalee has directed five feature films to this day in his Apatani dialect and played roles in several local Hindi feature films, including Taro Chatung's 'Frontier Students' in 1993.

Richo was bored with his job of a night chowkidar at the state civil secretariat and desperately wanted to break free. So after three years of service he one day resigned to pursue his dream.

"In 1993, I came to know that an audition for an Apatani audio album was being held at Itanagar. So, I came from Ziro to try my luck. I learnt that Taro Chatung was looking for an artist for his upcoming film 'Frontier student'," he said.

"Instead of attending the audition, I met Chatung. Just after a brief interaction, he agreed to offer me a role in his film. It was the beginning."

Thereafter, he acted in many short films for Doordrashan Itanagar and also worked as cameraman for the then popular news show 'News & Views' under Taro Chatung for more than three years.

In 2003, he directed a comedy film 'Dolyang Lampii' in Apatani, and in 2005, he directed 'Vishwasgath' a local Hindi feature film. In 2006, he again directed Dolyang Lampii-II.

He also produced two feature films in Apatani 'O Tanjo Nyima' and 'Onya' in 2011 and 2013 where he played lead roles.

Richo is planning to produce films in his dialect so that the rich cultural heritage of the Apatani community could be exposed to the outside world.

"Finance is one of the major hindrances in Arunachal Pradesh as most of the financers never want to invest in such ventures out of fear of losing money, considering the small profile of the movie-going public in the state," he said.

At best, he points out, they want to produce only small-budget films where scope of creative manoeuvrability is pretty small. PTI

Going by the tremendous enthusiasm and overwhelming response shown by the youth of the much-maligned Northeast, it is evident that they are no longer interested to do away their time by indulging in violence and unlawful activities. All the roads in the Northeast are literally leading to the sleepy Khonsa township, the headquarters of insurgency-hit Tirap district where the Army Recruitment Office, Jorhat and Brigadier IM Lamba, DDG, Recruiting, Shillong are holding an army recruitment rally from 12th February to 22th February in collaboration with the 22 Punjab Army Unit based at Khonsa. This is for the first time that the 22 Punjab Army Unit is involved in such a massive army recruitment process in a small place like Khonsa which is devoid of the required infrastructure like food, lodging, water supply, better road connectivity and so on and so forth.

The recruitment is being conducted for the whole of the Northeast and as expected thousands of youth from across the region are making a beeline at the recruiting centre. Hundreds of able-bodied youth speaking strange dialects are thronging Khonsa Township with dreams in their eyes to join the Indian Army. The aspirants appear to be determined to join the Army given the hardwork they are putting in. The 22 Punjab Army Unit is proving all the logistics support like lodging, food etc and is helping the district administration in conducting the recruitment rally successfully. The Unit had organized pre-recruitment training to the aspirants to enable them face the rigours of the recruitment processes confidently and efficiently. The 22 Punjab Army Unit had also displayed posters, banners at vantage positions and arranged advertisements well in advance including issuing leaflets to facilitate the aspiring candidates. The Unit also prepared the ground at Nehru Stadium to conduct the physical tests without a hitch whatsoever. The district administration has made elaborate security arrangements to thwart any untoward incident during the recruitment rally. Tirap Deputy Commissioner Kamlesh Kumar Joshi has directed his officers to ensure that the recruitment rally was absolutely peaceful and asked them to extend their fullest cooperation to the recruitment authorities to make the massive exercise a huge success. All the senior Army Officers from ARO, Jorhat, Shillong and Khonsa are overseeing the recruitment rally.

Needless to say that with jobs in civil departments hard to come by the youths of the Northeast are hoping against hopes to join in the Indian Army. They are physically strong and fit and are naturally conditioned to face the hardships in the Indian Army. They only need opportunity to serve in the Indian Army and contribute towards defending the country and at the same time earn their livelihood. Today, the Army job has become quite attractive with good pay structure and other facilities galore. So, the youth are obviously attracted and are willing to join the Army. Such a recruitment rally will also help to wean away the disgruntled and misguided youth from going astray. As a matter of fact, the youth are vulnerable and can be misguided easily by forces inimical to the society and the country. So, the recruitment rally by the Army has come as a boon for the youth of the region. The public and the civil society have profusely thanked the ARO, Jorhat, DDG, Recruiting, Shillong, 22 Punjab Army Unit, Khonsa and Tirap district administration for holding the rally at Khonsa, a remote and backward place of the Northeast.

 

 

Taloh visits remote Komsing

PANGIN, Feb 12: Education Minister Tapang Taloh accompanied by Siang DC Dr. N. Lego, SP Doge Jini and head of departments visited remote Komsing village yesterday.

While addressing a public meeting in the village, the Minister said with active support of the state government, all round development is becoming visible on ground in the newly created district. Taloh appealed the people to cooperate with the administration and the government in all fronts which would usher in a new era of progress.

Sharing his views on Siang District headquarter issue, he said that the selection of Pangin as temporary headquarter and Nyobo (Perang-Lampang) as permanent headquarter was an unanimous decision of the people based on feasibility in all fronts. He urged the people not to give heed to those vested interest groups which are detrimental for the development of the areas.

Taloh assured that road connectivity to the villages would be his top agenda. He also informed that an amount of Rs 10 Crore would be granted by the government for completion of Komsing Bridge that would help in formation cutting to carryout road constructions in coming days. He said that Babuk and Jorsing village would be developed as model villages and Riga would be upgraded to ADC headquarter soon.

While ensuring prompt actions on the grievances of villagers, Taloh urged them to pay attention on education of their children and to preserve the local culture and tradition, which is threatened by advent of modernity. For accelerating the socio-economic development of the historic village, mini-hydel, anti erosion scheme to protect Ribung River, constructions of teachers' quarters, and Rest House etc would be taken up.

The minister also urged the villagers to take full benefits of the Chief Minister's Universal Health Insurance scheme and instructed the DC to ensure every household of the district to cover under APCMUHIS. He also called upon the youth to derive maximum benefit from employment schemes and to inculcate spirit of entrepreneurship and instead of looking for job in government sector, adding that the government has launched various schemes enable youths to start new ventures.

Further, the Education Minister exhorted the teaching community to join hands for improving the dismal education scenario of the state. Government will not succumb to any pressure from any group of agitators but would stick to give equal justice to all the children in the state and would not allow anyone to discriminate them from getting the Right to Education. "The education department is revamping the state's ailing education system and the teaching community should join hands in fulfilling the duties entrusted to them," he added.

Earlier, the DC Dr. N Lego in his brief speech said that in spite of a small work force, the district administration is functioning normally. He said that nine administrative circles under the district would henceforth function independently under the district administration. He appealed to the people to cooperate with District Administration for speedy development of the district headquarters. DIPRO

 

 

Awareness on conservation of bio-diversity & indigenous ornamental fishes

ITANAGAR, Feb 12: An awareness camp on conservation of fish bio-diversity and indigenous ornamental fishes was organized by the department of Fisheries at Nyorch Village by the side of the Nyorch stream where villagers from Nyorch, GB'S, FRO, students, resource person from RGU Doimukh beside officers from the department participated. The programme started with release of fish seed in three pre identified spots of the stream by J. Taba, Director of Fisheries, Techi Tolu ZPM, 1-Borum, GB and few of the students.

Director of Fisheries in his speech highlighted the concept behind organizing such awareness camp and pointed out that this is a small endeavor from the department of Fisheries and the villagers must carry it forward so that it becomes a revolution. He further stated that fishes in our natural open waters are fast dwindling due to rampant illegal fishing and other anthropogenic activities. He exhorted upon the PRI leaders to wake up and make all out effort before our natural open water resources are devoid of the fishes. He assured all possible support for development of sustainable fishery in these resources.

In his address, the ZPM dwelt in length the effect of illegal fishing and importance of conservation in today's context of not only the aquatic resources but of forest resources too since both are interdependent. He further suggested to devise some regulatory mechanism at local level or to make certain rules and regulation which will dither the people from indulging in such practices. He also made it clear that though there are laws and acts, but it is the people who should come out and lend their support for this noble endeavour.  He also requested the department to hold such camps frequently so that the right message goes out and the people become aware and conscious about the need for conservation. Other highlights included lectures on indigenous ornamental fishes, Riverine Fishery and fish Bio-diversity, effects of illegal fishing on natural fish stock and advantage of responsible fishing by the resource persons from the RGU Doimukh and the officers of the department of Fisheries. Participation of students and their keen interest made the session interactive and lively.

 

 

4th Day of 2nd Edition CM’s Trophy-2015

ITANAGAR, Feb 12: In the fourth day of the 2nd Chief Minister's Trophy 2015, Kurung Kumey, Longding and Lower Subansiri registered wins in their respective Men's football matches against Lohit, Changlang and Lower Dibang Valley at Sangey Lhaden Sports Academy here today.

In the Women's football, East Kameng, Namsai and West Siang beat Changlang, Lower Dibang Valley and East Siang respectively, while Lohit and Tirap match ended in a draw.

In the first match played in the morning, Kurung Kumey won by 9-2 goals against Lohit. Tarh Rajkumar of Kurung Kumey scored 5 goals, while Gichik Taming, Yukar Takar, Byabang Doley, Gyamar Apa netted a single goal each. Rocky Yun and Ehauso Manigu delivered the two goals for Lohit.

In the next match, Longding beat Changlang by 5-3 goals. Janpoi Poiham and Pankai Wangsu scored 2 and 3 goals each respectively for Longding. While Vanshap scored 2 goals, Amos netted a single goal for Changlang.

Tao Takar scored a single goal and Tame Gungte scored 2 goals for Lower Subansiri District beating Lower Dibang Valley District by 3-0.

In the Women's Football, East Kameng District beat Changlang District by 5-0 goals. Melling Sangy, Mari Khora, Manju Taku, Devi Singhi and Devi Dada scored a goal each for East Kameng.

Priyanka Gogoi and Marian Khoria scored a goal each for Namsai defeating Lower Dibang Valley by 2-1 goals. Ajiya Umbrey scored the lone goal for LDV.

Riyo Pujen scored the lone goal for West Siang defeating East Siang by 1-0 goal. In the final match played between Lohit and Tirap, Ngilyang Yaming and Hamnya Tekwa scored the lone goals for their teams with the match ending in a draw.

Political turmoil at Bihar

Political turmoil in Bihar took a major twist today when newly elected Janata Dal (United) leader Nitish Kumar alleged that his party MLAs are being lured with ministerial positions and one crore rupees by opposition BJP.   Kumar also blamed the leadership of the Bharatiya Janta Party for orchestrating the political turmoil in Bihar. Chief Minister Jitan Ram Manjhi is running a minority government ever since JD (U) expelled him from party and elected Nitish Kumar as new leader.

Media report stated that Governor Keshari Nath Tripathi has given CM Manjhi February 20, deadline to prove his majority. JD (U) and other opposition parties are alleging that Governor is encouraging horse trading by giving ample time to Manjhi to prove his majority. They are demanding an early assembly session. It is quite tough to say whether the allegation leveled by JD (U) is true. However such kind of allegation against BJP and office of Governor does not augur well. Horse trading is against the spirit of democracy and should be discouraged at any cost. Also the Governor should maintain neutrality and stop taking side. All the political parties be it JD (U) or BJP should remember that Bihar is socially and economically very sensitive state. Any wrong step can have catastrophic effect on rest of the country.

Delhi Election Results Shows Robustness of Our Democracy

Dear Editor,

After about a year-long President’s Rule, Delhi went to poll on 7th. of this month and Aam Admi Party (AAP) emerged splendidly victorious. Out of 70 assembly seats, AAP won 67 seats representing nearly 96 per cent of the total seats in the state assembly. The opposition is reduced to a miniscule minority with Bharatiya Janata Party (BJP) securing 3 seats and Congress decimated.

The only comparison in recent times to this landslide victory of AAP could be found in Sikkim when in 2004 Sikkim Democratic Front won 31 out of 32 assembly seats and in 2009 it won all 32 seats. AAP’s victory has far surpassed predictions of all exit polls, which indicated win of AAP but not to the extent that the actual results have come to be.

Following the stupendous victory of a 27-month old party and drumming defeat of 2 national parties that are larger in size and longer in existence, post-poll analysis has begun. The political parties, especially those who have been in the Delhi election fray and the political pundits are busy analyzing how could the David beat the Goliaths? Analysts are examining what went wrong with BJP when Prime Minister Narendra Modi himself took a leading role in the Delhi poll campaign and majority of his cabinet ministers were tasked with poll canvassing responsibility and overseeing various constituencies. The Congress Party which has gone into extinction in the forthcoming Delhi legislative assembly has led analysts to probe into the capacity and effectiveness of the party’s leadership. In the excitement and process of this post-poll analysis what is getting overlooked is the robustness of our democracy.

India is a Sovereign, Socialist, Secular, Democratic Republic. And, Republic underlines that every citizen is expected to play an active role in governing the state. Breaking all previous records, about 70 per cent of the electorates have cast their votes this time to exercise their political right. Especially, participation of young voters and the marginalized and the underprivileged shows promising sign of a true Republic.

In this large number of voter turnout, one can find the rationale of the theory propounded by the ancient Roman philosopher Cicero. He professed that all people are equal, not necessarily in wealth or learning, but in their possession of reason and their basic perception of good. People of Delhi recognized the error of fractured verdict given by them in 2013 assembly election, the hasty exit of AAP after 49 days in power for which the party has admitted its mistake and sought forgiveness with promise to correct its approach. This time voters have provided the means for rectification by giving AAP absolute majority, albeit full total assembly seats, to govern and rule. This indeed demonstrates matured democratic process that the people of Delhi followed.

Also, the citizens of Delhi have complied with a fundamental tenet of democracy by remembering the past, understanding the present and looking into the future. The past has been smeared by corruptive practices, tall promises but poor action. The current need is for arresting these vicious traits and building inclusiveness. The voters have looked into the future for a political culture of transparent, corruption-free, participatory governance and pro-people development. This has placed onerous responsibility on AAP to fulfill its promise of good governance, inclusive growth, thrift in spending public money, and safety of people. Simultaneously, it has given space to national and other political parties to introspect and change their approach to build up refined and clean political system and culture.

It is said that democratic collective wisdom better recognizes the signs of the times. 54 per cent vote share and 96 per cent assembly seats that have gone to AAP indicate people of Delhi have shunned arrogance of power, rejected practice of making promises with no tangible action by the leaders, and political hypocrisy. The verdict of the Delhi assembly election has re-written the “Magna Carta” telling the hitherto formidable political parties to accept their limitation of authority and establishing political power is not above the common people.

2015 Delhi assembly election results have proved how entrenched and deep-rooted are the principles and values of democracy in the people of this country. It has been an eye-opener to the elite political class and the world. It now needs to be watched how AAP works to respect the verdict it obtained from the people. Also, it is to be observed whether and how the national and other political parties sterilize and clean the infected political system and culture that have engulfed the polity of this nation. Let’s pray after winter had come, spring should not be far behind.

The woes of commuters

Dear Editor,

A news caption appeared in your esteemed daily (11th Feb, 2015) on the poor quality of road constructed on Hill Top Colony Road as raised by the Dokum Colony Welfare Committee. All voices should be with the initiative of the Committee as it is utterly irresponsible on the part of the contractor to show negligence. Moreover, one fails to understand how the concerned engineers are allowing such things to happen. Just to share with public that it is the road leading to the rows of bungalows of ministers and parliamentary secretaries. In such a situation, public will be confused whether it is the audacity of the contractor or the inefficiency of the engineering department or the apathy of the district administration and the urban bodies or the lack of steam of the ever-proactive magistrates or the insensitivity of all commuters.

The poor quality of the road is there as the exhibits to be seen and felt.

This few weeks old repaired road may not sustain till March even before bills are paid if not cleared already  but it is rest assured that commuters woes would be soon back with the very first shower of Spring, if not now itself!
